OMG SORRY FOR TAKING SO LONG

Tried giving them a more cohesive design (the proportions are completely changed because I don’t know how to do that😭) while also keeping the somewhat looseness of the original ones. There are very little chinese influences in their clothing, only because Hancock gives off such a chinese empress vibe but besides that I also tried to keep the “tribal” look they got going on.

The second image is a sketch of a possible devil fruit for Hancock that played way more into the “Gorgon” myth, especially the Greek one. I like the idea of Hancock, the most beautiful woman on earth, having a devil fruit that would turn her into this monstrous creature (in my head it could also represent a more truthful side of her, an opportunity that lets her manifest her emotions without any restraint)

Do you feel people can't make up their minds on One Piece and whether is progressive or not?

I think from a macro narrative point of of view, One piece can and should be considered progressive media, for the simple fact that it tackles various problems of today's world and how they come be.

However I believe OP starts having a few issues when its being analysed up close, and in that moment it becomes clear how flawed it can be, especially with some of its characters and what they think or do. I love One piece and it's exactly because I love it that I feel its necessary to address just how outdated Oda's view regarding some topics can be.

For example, Oda is 100% guilty of the smurfette principle:

Nami is the only female character part of the crew up until Whiskey Peak and after Alabasta its her and Robin for the ENTIRETY of the story, is there a maximum of two female members we don't know about?

Boa is the only female member of the warlords (and I will forever hate how Oda handled the kuja pirates but that's another topic)

Kalifa is the only female member of CP0, then after her it's Stussy

of 31 vice admirals only 5 are women

Big Mom is the only woman among the emperors and after her there are no other female characters

and even if there is more than one woman in the room, they're always (always) outnumbered, with the only exception being Amazon Lily.

This issue is also never addressed much less explained, which means for Oda is just a given fact that women aren't "naturally" suited for any kind of role that isn't the one of the caregiver. This is only scratching surface btw, Oda's flawed writing also extends to queer and poc characters and how they're presented as stereotypical caricatures.

SO, to answer directly to your question I'd say it depends on which angle you want to look at it.
