Kelsier: Slaughters ICE agents in broad daylight. Incites the skaa against ICE

Marsh: joins ICE trying to dismantle it from the inside. Fails spectacularly

Vin: Kills ICE agents more covertly than Kelsier

Lord Ruler: Created ICE to torment the populace

Tindwyl: Would argue about the "proper way" to have a police force, but would end up being anti ICE
