I think it's important to note that Danny Chase, infamous for telling Dick about Jason's death in the worst possible way, did not blame Jason for dying. He said "Happens all the time" and "We knew the job was dangerous when we took it," but importantly he also said "I think Jason Todd was killed." He could've been a lot softer with sharing this tidbit of news, but the way he speaks very much gives the impression that he thought of Jason as a fellow operative and his death was just another mission gone awry. He doesn't think this is Jason's fault. He knows that heroing is dangerous & sometimes that danger comes to call. This makes Danny one of the few characters to mention but never once victim blame Jason after his death, and I appreciate that
