i think that jason forgiving bruce for all the stuff he has done to him (even considering the ooc stuff) is actually IN character if you consider just how not normal jason is for his parental figures.
he was willing to search the entire world to find his mother. when he found her, his first thought was of how hard it must of been for her. Even after Sheila was backed into a corner by the joker to sell jason out. even after being beaten by joker, jason still tried to save his mother, who had essentially sold him off to the devil.
he literally shielded her from the bomb even after being beaten half to death. like?? is that not insaine. Even after knowing that Sheila stood there while he was beaten with a crowbar he still chose her.
after jason chooses to love you, he wont really stop. (something he shares with bruce cough cough) so considering all the stuff that bruce has done to him i think jason would still choose to pick up the phone if bruce ever decided to call.
Jason: Hey dad.
Bruce: Jaylad!
Jason: I got you something.
Jason handed Bruce a small giftwrapped box.
Bruce: You got me a gift? Thank you.
Jason: It's for nothing in particular, just felt like giving you something.
Bruce smiled, unwrapped the box, and opened it.
Bruce: ...Is this?
Jason: You're dad's old watch. Had to replace a few parts but it's back up and working.
Bruce: ...
Jason: ...
Bruce stood up, walked over to Jason.
Bruce: Thank you. I love you, my son.
Jason hugged Bruce back.
Jason: Love you too, dad.
When Bruce said he was proud of Jason for stepping away from guns, Jason immediately clarified that he wasn't doing it for him.
When Dick said he was proud of Jason for stepping away from guns, Jason didn't feel the need to clarify this.

Two things can be true-
Jason’s overall expectation for Bruce to break his no kill rule is an issue.
Jason Todd also the the right to ask/and request his murderer be killed by Bruce.
Because at the end of the day Jason is Bruce’s son and when it comes to dynamics that is a very important detail in this discussion
Sure objectively asking someone to shatter their own morals as proof they care about you is wrong.
However asking your Dad to kill the guy that hurt you isn’t all that fucking crazy.
