Maybe he meant that as in unempowered humans who are new to the empowered world, or maybe it's like how Vincent biting Lovely basically put a claim on them but a werewolf equivalent, or maybe just a little error. Still, it's funny to think about.

I mean 90% of my info came from @ruimna, who in turn got it from @themonotonysyndrome, so I'm probably not the best person to ask (Parisian rent is too high to be buying boardgames), but I'll tell you what I do know.
So Blood and Frost is set in 1909 (so pre the birth of Vincent, Sam, Porter and Alexis). The story takes in a remote hotel in St. Moritz, Switzerland, during a Vampire Monarchal Summit. After a particularly violent summit the previous year that resulted in four vampire deaths, the monarchs decide to host a smaller affair with just two representatives from each House meeting on neutral ground. Shit quickly goes sideways when a fight breaks out between Deon of House Wright and Luis of House Aguilar, which breaks literally everything and risking exposure of the vampires' existence to the average people outside of the Summit.
In response to this incident, Farah Baz, the oldest monarch present, organises a party in the hotel ballroom to defuse tensions. However, because drama, a winter storm traps all attendees inside the hotel, and tensions immediately begin to arise again.
The key people are as follows:
First is the House of Baz (oldest House), led by Queen Farah Baz: Queen, who is the longest-standing monarch we know of. She controversially chooses Ephraim Baz, her youngest, as her second.
Then is the House of Solaire (THE GOATS + second oldest House), led by a progenyless King William Solaire, with Marion Solaire: his second-in-command and occasional lover, particularly affected by last year's death of their sister Rosamund (the killer is unknown, which is important later). Their relationship occasionally becomes intimate, with Marion 'gracing his bedchambers when the mood is right,' but both deliberately maintain emotional distance, agreeing not to let their relationship develop further. They both call it an 'unnecessary complication' to go official which, as a situationship veteran myself, I call bullshit on immediately. They want to love each other so bad and I will not elaborate.
Then we have the House of Rebane, led by King Marek Rebane. He is accompanied by his youngest progeny Irina (keep an eye on this one).
The other Houses aren't too important tbh. Just know the two that start the fight are in some of the newer Houses who are try-harding against the big three above (who are richer and older and cooler) for footing in the political world.
