Do we have any idea on what the "one final card to play" that was mentioned by Chronus before enacting the Justice revival stuff was?
I can only speculate, but they probably had plans to assassinate the Three Kings of Illyria ahead of time to cover their tracks.
Ky, for obvious reasons, since he was the biggest threat.
Leo, for not so many known reasons, but he was an ally of Ky's despite not being a Pro-Gear official (in terms of Political leanings).
Then there's King Daryl... I really have no idea how involved he was in the Conclave's affairs in the past to earn his position as Third King, and his involvement with the Assassins felt very dubious at first glance. Despite this, he turned out to be a friend of Ky's after all, though his methods were very fishy.
I also wouldn't be surprised if Happy Chaos had a hand in the Conclave's fates since he was also manipulating Ariels from behind the scenes on top of the Conclave.
While it's true they are the "Leading Power" behind the Senate of the United Nations, not to mention the Sanctus Populi's controlling faction, there's still very little we know about them as a group or as individuals.
Bardius was willing to take on a Forbidden Beast (Kinjuu) in order to fight Sol Badguy.
Chronus was willing to merge with Justice if it meant he could fight the Gear Maker (Asuka).
Axus played the darkest villain for much of the story, and was the one most responsible for threatening Ky's family (as he knew about Dizzy to an extent) and even shot Ky with a forbidden Blacktech firearm.
Then there's Libraria... she saved Chronus' life, so she probably had a connection with him more than the others (I suspect), but once again, that past is mostly unknown to us. She claimed to be just as responsible as the other members, though we don't know to what extent... I would think she kept a record of much of their back dealings (Answer also mentioned this when going through their records).
And let's not forget that Faust was chasing Chronus for what occurred in his own past that they tried to cover up, not to mention the Japanese people. Even if Faust is no longer treated as a criminal, his connection to Chronus is still something that will probably get addressed later.
There is still so much Dark History left over from when the Crusades began... it's hard to fathom what else will be uncovered... or what the future may hold for those who survived.
Hopefully those like Asuka, Slayer, Zato, Testament, and Nagoriyuki can lay that history to rest eventually...
