(Detective Comics #526): That is a lot of villains in one place. The Penguin, Gentleman Ghost, Two-Face, Captain Stingaree, Talia al Ghul, The Mad Hatter, Killer Moth, Mr. Freeze, Tweedledee and Tweedledum, Clayface, Riddler, Scarecrow, Black Spider, Catman, The Cavalier and The Spook. Joker's not on the stage, but he's the one who organized this meeting (as a later page reveals). This is like every major villian (and a couple of minor ones) from the pre crisis era.

Later in the issue, I believe we learn Joker's trying to call an alliance of gotham villians. Killer Croc came to their town, plans to take it over and kill Batman in the process. That means an outsider is taking over their territory. And no criminal in gotham is ever going to abide that. I'm impressed that they even invited talia, though. I don't think the League of Assassins is really a good example of homegrown gotham criminality.
