I think that if Tolkien was reacting to this idea, I think he'd find the potential consequences darkly amusing.
After all, evil is not a "thing" in Tolkien's world so much as it is a corruption of an underlying and understandable or even virtuous instinct. Sauron wasn't born wicked, but rather became that way because of his susceptibility towards domineering instincts—a result of greatly valuing order, neatness, and symmetry, which when coupled with the ability to put things in order transforms into a desire for control, which warps into a need for domination. Pair this with pride in his powers, skill, and capability which naturally transforms into arrogance and you've got something we can recognizably describe as evil.
And so the tragedy becomes that, even if all of his most toxic corruption were poured into the One Ring, he would still go down the path he did all those millenia ago. He would justify everything as ordering Middle Earth, rationalizing that men and orcs require strong guiding order that he can provide (otherwise they organize without virtue and kill each other) and that Ñoldor Elves remain in Middle Earth illegitimately as colonizers (which is almost literally true—the Valar certainly saw them that way anyway), and then suddenly all of those natural, uncorrupted instincts produce corruption again and the Ring doesn't have to do anything.
And that's the thing: the One Ring's corruptive nature is not something Sauron imbued in it knowingly or intentionally (he never intended for it to be wielded by anybody but him), rather it is an emergent property of the One Ring, mirroring Sauron's own corruption onto whoever is wearing it by introducing his mind and thought-processes into their own mind.
So yeah, even if this was the case, it sadly wouldn't have made a difference. Sauron had become way too good at justifying everything he was doing to himself.
