so i was trying to figure out how to meaningfully distuingish ice and water as different types of magic in a magic system, because obviously ice is just frozen water, so how would you justify a water magic user not being able to cast ice or an ice magic user being able to cast water

the conclusion was a magic system that uses states of matter and temperature as a basis

i guess you could also fit multiple things under one category, which would make for an interesting system, where if you can manipulate something thats solid and neutral in temperature you can also manipulate the other thing thats the same properties..... but i don't know exactly what
