Fun fact, this was done with rotoscoping. So live actors acted out the scene and then it was traced over for animation. The hobbits were played my children for their scenes in order to get the correct size differences.

In context...this means the actor for Gandalf did his scene with lots of hand movements to look very wizardish and then made sure to scare the kid playing Sam for no reason whatsoever before walking out of the scene.
