It's a fun bit of written language evolution that there was a whole generation or two who use quote marks (other than for quotations) for emphasis, followed by a couple of generations who use them to denote sarcasm or obvious lies.
And so, Boomers and Millennials read signs proclaiming "hotdogs" for sale! and "fresh" oranges very differently.
I suspect that change can be linked to popular 90s comedy usage of air-quotes to denote sarcasm or bullshit.
