The thing is if they sincerely believed he was the shooter and thought he was carrying around evidence to prove it they would have done everything completely above board to the letter of the law to leave absolutely no room for "technicalities" and instead it's more like they've gone out of their way to ensure there's mountains of reasonable doubt and inadmissible bullshit
They might actually believe their own bullshit smells like roses on this one. A lot of police framings come from a deep and sincere belief in police departments that defense attorneys are all lying snakes who exist to let people the police know are guilty go free. So they will come to believe somebody is guilty on spurious evidence or circumstantial evidence, and know that there's no way it will get a conviction in court, and rather than just thinking of this as how the justice system works, they will then concoct evidence to meet what they think of as a bullshit standard they have no respect for in court.
So maybe they solicited tips and checked surveillance footage on a city of 10 million odd people, and found one person who looks kind of similar and is wearing a similar jacket to the person who did the killing. (Luigi probably wasn't the only suspect they found either.) So they start digging into his background and they find out that the guy had medical problems and dropped off the crate and stopped speaking to his family a while back.
Which is, I cannot emphasize this enough, not unusual to find somebody like that in a city of 10 million people! The population of people who have medical issues or family with medical issues, who have some secondary factor in their life which makes them look suspicious under scrutiny, is probably the majority of people. You may not have dropped off the grid recently, but you probably have some posts about posts on social media or political books on goodreads or recently bought a gun or lost a loved one or got laid off or passed over for promotion or something that could be seen as corroborating circumstantial evidence for unexpected violent activity.
But for all that we have media, both fictional and non-fictional, that reinforce the impression of the intellectual investigator cop, that's just not how it works in practice. Cops very often start with a population of suspects and then narrow it down with this kind of circumstantial information. And there are so many studies on how doing investigation this way leads to a false sense of surety. When you take a population of suspects and then narrow it down, it feels like successful investigative work even when you've only uncovered information which wouldn't be convincing at all if presented in its totality at the beginning of a case. Cops have a terrible habit of thinking that their best lead is the perpetrator, no matter how terrible that lead actually is.
But they are self-aware enough and experienced enough with the judicial system to know that that won't convict Luigi. And the NYPD has a long history of planting evidence. They literally forged city documents once to falsely convict eight people of murder. 8! They got enough people on board with that to forge city documents! And that's just what they've been caught doing! And more importantly, there were no consequences for this!
So you have an incredibly high profile case which is making them all look like buffoons, with every politician and oligarch in one of the business hubs of the world breathing down their necks to wrap this case up, and they stumbled upon a guy who looks kind of like their suspect and maybe has a motive and a circumstantial piece of evidence, and it doesn't really matter that almost everybody in America has the same motive and some circumstantial piece of evidence. So they spend a few days hyping themselves up about it, and also probably talking about what they're going to do if they don't find any extra evidence when they catch the guy. Or maybe they catch him and don't find that evidence and they have a talk on the way back to the station about it.
Cuz they know it's him. They're probably so damn sure. This is extremely normal in police investigations, this is very common. And if you're a cop who "knows" somebody is guilty of murder, but you also believe that they're not going to be punished because of some lickspittle justice system which is always trying to keep cops down...
Yeah they might have really believed they got the right guy and planted the evidence.
Edit: Oh and if you think this was really stupid of them because surely it would come out, just remember that they have historically gotten away with this fairly often, and also that cops who are convinced they have the right person are very likely going to believe that more evidence will come out once they have the person in custody and can dig as deep as they want. Especially because a lot of cops believe that coercively extracted confessions are real, so you've got a lot of times who have experience thinking someone is a suspect, faking evidence to get them in custody, and then being "right". And then also they are going to hear similar stories from their coworkers, just with the evidence planting edited out or sidelined.
Cops don't trust a fake evidence because they know they're wrong, they think evidence because they think they're right.

Reminds me of the time when we were in Poland and I tried to order a burger using a truly unholy mix of Slovak, Russian and Ostrava dialect (which in itself is like an unholy mix of Czech and Polish).

I know Ukrainians who can do this on purpose and masterfully, and it was mind-blowing to hear a speech as immediately understandable to an audience of native speakers of three different native Slavic languages, not just two languages as is common
During one student exchange I (a Pole) got acquainted with two students from Czechia and Russia. At first we talked in English or German, but after a while we’ve noticed, that we could understand each other’s native languages just fine. And if some word was unknown in one language, another one had the right synonym.

Me: Bla bla bla.
Russian: I don’t know this “bla”.
Czech: Oh, we have “bla”! We also call it “that”!
Russian: Oh I know “that”! It’s a very old version of “this”.
Me: Oh, we have “this” too, but it means something slightly different.

As a non-native speaker of Czech who is only conversationally proficient and has terrible grammar, let me tell you, no one was more surprised than I was to discover that I can understand Slovak just fine. And when the two moving guys finished hauling my furniture to my new apartment and we were chatting a bit before they left, I discovered that the reason I'd had a little trouble understanding one of their "accents" was because he was speaking Ukrainian the whole time.

it bears repeating in a more gentle manner but in the nicest way possible, there is a really issue with discrepancy when you talk about issues happening in different countries. when it’s anti-trans/gay laws in north america and western europe, it becomes “genocide”. when other countries, like mine, have jail and death penalties for being gay explicitly, it becomes a matter of “oh it’s illegal there” and sometimes, insidiously, “that’s just how they are, they’re less progressive.” and i need you all to know this is white supremacy talking and i, a gay person living in a country under the threat of death penalty, am as much of a victim as you are.
