yes, she did during her first year as a Torchwood employee tackle a man wearing a mask vaguely reminiscent of a weevil, but we don’t talk about that.
in her defense she hadn’t slept in 40 hours and the mask was very convincing

Jack could go either way and so could Tosh if you ask me. both could be the type to be annoyed that the festivities are interfering with their work
but Jack is so dramatic i think he could enjoy it
also Jack has at least in two different occasions dressed up as Dr Frank-N-Furter, but only one of those was a halloween costume. no i won’t take any criticism on this.
also if there aren’t any emergencies the entire team (plus Rhys) will do a horror movie marathon on the 31st and talk about aliens that look like/possibly inspired the monsters on screen. Jack makes up stuff to see who will believe him and they all pretend that Rhys’ favourite monster is real until he figures out they’re all lying to him
the only reason he realised they were full of shit is because they kept embellishing the story past the point of plausibility (even for by Torchwood standards, so imagine the depths of bullshit)
i feel like jack would dress up to scare the others but he’s just a bit too convincing and accidentally gets himself shot.

Sometimes I think about the fact that one of my favorite free prose pieces I’ve read in the past few months was a review of Parasite by Bong Joon Ho
“There is a house on a hill, and there are people in it. And they’re nice, but not really. There is a garden, and there they get a lot of sunlight. And it is nice, and they get to sleep there sometimes.
There is a house underground, and there are people in it. And they’re the first to tell you that they’re not very nice: they’re con-men, grifters, forgers and imposters. They sit among stink bugs, and they’ve been there for so long that maybe they’ve convinced themselves that they just belong there.
There is a rock, and it is a gift, but it is also a burden. And maybe it’s a metaphor, but it’s also just a rock: solid and heavy, difficult to lug around, and dangerous in the wrong hands. Some people will tell you that it’s supposed to bring wealth. But again, it’s also just a rock.
There is a line, and it cannot be crossed.
