'Don't ask, don't tell' Policy
The 'Don't ask, don't tell' U.S military policy under Pres. Bill Clinton allowed homosexual men and women to serve in the military so long as they did not reveal their sexual orientation-thus the name 'Don't ask, don't tell.' Under the policy, gays serving in the military were not allowed to engage in sexual activity or speak about their sexuality. Many officers were discharged for refusing to hide, and discrimination raged under the policy until it was eventually overturned by President Obama.
This was of course a long time after Captain America took place, but I was reading about the policy recently and it reminded me of Bucky.
First Avenger Scene
I remember when I first watched this movie I was surprised by how devastated Bucky looked in this scene. Then I thought about it, and realized that he'd probably done a whole lot of reflecting when he was being held captive ( I mean I bet you figure out a lot of stuff when you're alone, being tortured and you think you're going to die). I bet that was when he came to the without-a-doubt conclusion that he was in love with Steve. I mean we all saw the look on his face when Steve came and rescued him. I think after that he found him, Bucky saw how different things were and started to wonder if maybe they had a chance. But then he's marched back to reality and finds Steve enthralled by Peggy. So the look we see on his face must be pure heartbreak, because I think this was the moment when he realized that the good old days of running around Brooklyn and hoping were over, and that Steve didn't love him back.
