This is absolutely correct. I was online when everyone was waiting for Black and White's release. When it was announced that you wouldn't be able to catch any Pokémon from previous generations before beating the champion, there was a fandom-wide meltdown. Today, the Gen V games are generally thought of being among the best in the series.

This is hardly unique to Pokémon, either. Any fandom that’s been around for long enough and has continuous new content will have this exact song and dance play out. You can go back and find articles from 1980 bitching about how Empire Strikes Back ruined Star Wars. Star Wars Rebels was roundly hated as a pale imitation of Clone Wars, but now it’s well-liked. The Halo cycle is painfully obvious, and somehow every new Gundam show is the one that will kill the franchise. People hated Age Of Sigmar for “killing” Warhammer Fantasy. The Evangelion Rebuilds were basically considered sacrilege.

Nobody believes me when I say I didn't play any Sonic games growing up and then played all of them at age 30 to determine which ones are actually good. Or when I say I watched all of Star Trek in 2020 after not watching any series in particular except TOS.

Anyway, when it comes to Pokémon, I think I can make the case for Gold/Silver being, well, not the best generation, but the generation with the most innovation, and the generation that was good enough. Like at that point, every generation feels like an incremental improvement at best, so there's little reason to play the next Pokémon after you played the last one.

I can also make pronouncements about Gundam if you want.

I'm not impartial, but I do agree. I played the first few generations as a kid. Honestly, red on an original GameBoy was pretty darn fun, but G2 introduced the right amount of mechanics. Beyond that, the work:fun ratio was off, but that may be because I try to optimize everything.

As someone who first got to know Pokemon from Gen 2, and also played Yellow some years later, I still believe that Generations 3 and 4 were the best, and kept the upward quality trend introduced by G/S/C in many respects (from story through music to mechanics and beyond). Not to mention the creation of what evidently constituted the best spinoffs (Mystery Dungeon Red/Blue) and the best remakes (HG/SS).

On the other hand, I am a die-hard Gen 5 Sedevacantist -- B&W was definitely the last gasp of greatness for the Pokemon franchise (save for, possibly, ORAS).
