when brandon sanderson talks about villains in his famous free youtube writing class video lectures he'll say 'what's the difference between gollum and sauron' and of course he means the villain that's present in the narrative and characterized in a way the audience can potentially relate to or sympathize with vs. the looming threatening anonymous far-off force (among other things). but every time he asks that i think 'well one of those guys tracked down frodo and got his ring back'

To go into more detail on what's glossed over a bit more in the OP: Gollum is the antagonist who is at the mercy of power throughout the whole story. At the mercy of Sauron, yes, but also every smaller power, from the Elves, from Men, from Orcs, and even the heroes: he is at the mercy of and victim to all of these lesser powers as well. Gollum's antagonism is marked by choices to act, be acted through, or be acted upon.

Sauron? He is the Power who Acts Through Others.

I wanted to visualize Zemo's inner torment. Those hands represent the suffocating weight of memory, a constant, unwanted touch reminding him of those who are gone. They aren't trying to stop him, but to remind him that he belongs to them.
