Had Simon made it back from the blood ocean, he would not have gained the freedom that he so desperately desired. He would be neither a hero nor a free man nor would he return to being a prisoner.

Simon has been so lovingly associated with Laika only because he did not return. Had he done so, he would share the fate of Felicette, the space cat.

He would be a valuable source of information to the COI. They would have wanted to open him up, to see what it is the ocean has done to him. To see what the ocean will do to them.

It is the end of the world. Any little bit of information would be so incredibly valuable. Simon, with his host of mutations, would practically be a treasure trove to them. There is no contribution he could make that will truly be great enough to spare him this fate.

In the eyes of the COI, his greatest contribution will be his death.
