It is absurd to think Law Enforcement Officers need to wait to be fired upon, if that was the case they could get shot and die.

… and btw, that is not necessarily the rules of engagement for troops abroad either. In some circumstances all they need is reasonable evidence that someone is an enemy combatant before they can fire.
