The Palestinian flag wasn't the Palestinian flag at that time, it was adopted by the PLO in 1964 and the "state of Palestine" in 1988. Hitherto it, and variations thereof, were Arab nationalist flags associated with the Arab Revolt against the Ottomans and pan-Arab nationalism.

These were the borders decided by the UN in late 1947.

At the end of the First Arab-Israeli war the borders of Gaza and the West Bank were more or less where they are now.
