I have the headcanon that Padme always kept loving him, because frankly, he was as much of a victim as her or the Jedi order, manipulated by the most evil man in the galaxy. It probably pained her to see what he had become, but she still loved him, she never stopped loving that child she met in Tatooine (I'm pretty sure that she can't be a force ghost due to Canon and those things, but fuck it!)
