Can we stop using "still lives with their parents" or "unemployed" or "doesn't have a drivers license" or "didn't graduate high school" as an insult or evidence that someone is a bad person? Struggling with independence or meeting milestones is not a moral failing.

In peacetime, the ruler grows their hair long. In war, they cut it short. A ruler with long hair is held in great esteem, for defending the peace. The traditional declaration of war is for the ruler to send their cut-off hair to the enemy ruler. The statement carries greater weight the longer the hair: to receive long hair says that you have angered one who is slow to anger, that you have incurred a wrath not easily woken.
Violent war-mongering leader frantically and aggressively tries to shave just a LITTLE hair off the top of their head into an envelope.
A faraway king receives a heavy wooden crate filled with a coil of the longest hair he has ever seen.
A despised ruler finds hundreds of pounds of cut-off ponytails at her castle entrance, each one belonging to her own people.
A young emperor refuses to cut their hair and insists on trying to make peace with invaders. The enemy leader steps forward, draws their blade, and cuts the emperor’s hair themselves.
Hellen cuts her hair off and throws it in Cathy’s face at her son’s soccer scrimmage.
Someone naturally bald bribing someone to cut their hair to send in their stead. (Hair falling out or being cut due to illness takes a whole new level of ‘war’)

Alternate take: balding/thinning hair is considered to be a sign that you are “at war with Death” or “at war with Time” and it’s generally considered somewhat taboo to declare war against someone under those circumstances, much like it’s considered cowardly to declare war against someone already involved in a war. Those with beards who start balding early generally make the switch over as soon as possible and proclaim it widely to uphold their honour, while those who losing hair to age will often weave their thin strands together with those of their heirs and other close kin or sworn allies, especially those who act as generals, viceroys, or regents to symbolise that they still lead their country through the strength of their allies.
It makes me wonder how alopecia and similar things affecting the hair would be treated in a setting like this. Perhaps stigmas would evolve around folks with it being natural born war lords, either as a compliment, insult, or both.
Perhaps for them to intentionally wear wigs is seen as making them even more peaceful and powerful, to intentionally deny what some people could consider to be “their natural inclination” (of course this is not true as we know, but to these people patience and kindness is stored in the hair in a sense) and so to receive a wig of a bald individual is a truly terrifying sight due to the assumptions of their abilities.
Wigs are definitely the more practical answer, but for Fun Story Reasons I like imagining two quasi-religious organisations made up of hairless people; one is devoutly pacifist proclaiming that their condition signifies that they cannot bring forth violence and thus are perfect mediators and impartial medics; the other is profoundly committed to violence, members act as mercenaries, privateers, bandits, pirates, gladiators, prize fighters and more, they proclaim that their condition means they are meant to always be at war forever. The ultimate incarnation of “Seek peace always” vs “I want problems, always” lol
I love love love love love all the ideas being shared here, this is some very fun worldbuilding.
One thing I’ve not seen anyone mention is the similarity to love locks, locks of hair braided over the left shoulder (the heart side) to signify devotion to a lover (popular between the 16th and 17th centuries). I think the concepts are very similar, keeping the hair long to represent devotion (just to peace instead of a person).
I also like that it symbolizes the sacrifice of war, to declare war a ruler must sacrifice their own hair, and I think it would bring to mind the sacrifice their people will make should they go through with this.
