reading scourge (the crystal star is up next; i shall finally meet waru) and an outfit is described as 'a practical outfit of deep violet spacer's pants with matching vest', and it kicked in that pants/trousers, as an everyday garment, are probably a lower-class clothing item. we see senators in robes all the time; if they have trousers on, they're discreet. they're underwear. the military wears trousers, but that's for practicality, necessity. many jedi wear trousers but, again: practicality AND also because of the monk-nature.
bail organa, for example, wears a mid-thigh-length tunic over trousers but he's not only the senator of alderaan, he's married to their queen, and serves as viceroy. his dress is styled as that of a mid-point between the population of alderaan and its royalty. his dress is a visual indicator of his status as an interlocutor between the people of alderaan and queen breha. by 9BBY, even breha is wearing trousers (fancy trousers, yes, but trousers still); fashion has likely been influenced by the practicality of naval/military dress for over a decade since. the female guests of sculdun's 3BBY investiture week party, however, ARE wearing dresses, but they're very slim-fitting as opposed to the previous extravagance of thirty years prior and, despite house organa being one of the ancient houses, the gathering in obi-wan kenobi is a much less formal, daytime event.
even at the sculdun's party, mon mothma is the only one who might be wearing enough fabric to come even halfway to those old high-class outfits, and that's only because she has a cape.

I like how when he's first introduced, between his design and his attitude, olruggio seems like he'll be a typical dark angst bad boy, but it turns out hes more like adjunct university faculty
